The Hong Kong Construction Association (HKCA) has appointed AECOM as its consultant to optimise HKCA’s Best Practice Guide for Smart Low-Carbon Construction Sites. By establishing clearer, quantifiable decarbonisation criteria and a digital management platform, this partnership will help the industry translate low-carbon construction measures into trackable, comparable and demonstrable on-site practices, accelerating the green transformation and ESG development of Hong Kong’s construction sector.
This enhancement initiative builds upon the guide first published by HKCA in 2025 and its 4M1E framework, which encompasses five key dimensions: man, machinery, materials, methods and environment. Developed with the joint support of Hong Kong’s Development Bureau and the Environment Protection Department, the original guide provides a practical roadmap for the construction industry to implement smart low-carbon site management in a more systematic manner, contributing to Hong Kong’s transition towards a carbon-neutral future.
To strengthen the accuracy and credibility of the labelling scheme, the new initiative will categorise each measure into high, medium and low tiers based on its decarbonisation impact, with corresponding carbon-reduction tokens allocated to more clearly reflect contractors’ commitment and contribution to on-site emissions reduction. Construction sites that actively adopt smart low-carbon measures and demonstrate outstanding performance will be awarded the corresponding label in recognition of their achievements in sustainable construction.
Designed to keep pace with industry advancements, the enhanced scheme will introduce standardised calculation methodologies, the latest decarbonisation measures and practical tools, enabling the industry to plan, implement and evaluate smart low-carbon solutions with greater efficiency. Through these improvements, the scheme will evolve from a standalone labelling system into a comprehensive framework that integrates data transparency, performance tracking and decision-support capabilities.

As the project consultant, AECOM will assist HKCA in refining the guide’s content, developing quantification methodologies, designing the digital system and preparing the final report and recommendations, ensuring that the enhanced framework is practical, operational and sustainable in the long term. The consultant team will also support the pilot rollout of the framework and conduct training workshops to foster industry capacity building and knowledge sharing.
