Sembcorp Development, a wholly-owned subsidiary of Sembcorp Industries, recently broke ground on the third expansion of the Vietnam Singapore Industrial Park in Binh Duong province, Vietnam – referred to as VSIP Binh Duong III.

\n\n

The 1,000-ha project marks a new design concept that aligns with Sembcorp’s focus on growing its portfolio of sustainable urban developments, explained the company. It is envisioned to be the model of a smart and sustainable industrial park, featuring smart technology across its operations – from energy, water and waste use, to traffic and security management.

\n\n

The use of real-time tracking devices to remotely monitor, analyse and optimise performance allows for enhanced visibility over operations, so that the park can be more secure, reliable and efficient for customers and workers.

\n\n

According to Sembcorp, the project’s 100-ha first phase is also pre-qualified to meet Singapore Building and Construction Authority’s (BCA) Green Mark for industrial districts, making it one of the greenest and most sustainable workplace environments in Vietnam.

\n\n

Another highlight of VSIP Binh Duong III is its 50-ha onsite solar farm offering grid reliability and sustainability benefits to large industrial tenants. The park’s first customer to tap on the planned solar farm is Danish toymaker Lego Group.

\n\n

At the groundbreaking ceremony, the Vietnam government presented Lego Group with the investment licence for a production facility on a 44-ha site, representing an investment of more than US$1 billion. Lego Group intends to operate its first carbon-neutral factory, which will be powered by renewable energy drawn from the solar farm installed by VSIP as well as solar panels installed onsite.

\n\n

As part of the VSIP Binh Duong III masterplan, Sembcorp revealed it will also explore providing a wider range of sustainable solutions such as micro-grid-integrated solar and battery storage, wastewater recovery and electric vehicle charging infrastructure.

\n\n

The project’s groundbreaking ceremony follows the recent presentation of the investment licence to Sembcorp during the Vietnamese President’s state visit to Singapore in February 2022. Sembcorp Development is a co-master developer of the VSIP projects, leading the Singapore consortium’s partnership with Vietnam’s Becamex IDC Corporation in a 51:49 joint venture respectively.

Sembcorp Utilities, a wholly-owned subsidiary of Sembcorp Industries, and BCG Energy (BCGE), a wholly-owned subsidiary of Bamboo Capital Group (BCG), have signed a collaboration agreement for the development of renewable projects in Vietnam.

\n\n

Sembcorp and BCGE will leverage each other’s strengths and resources to identify and jointly develop a pipeline of up to 1.5 GW of wind and solar projects in Vietnam. The first phase of the collaboration will involve an initial funding of US$30 million for the development of a 550-MW portfolio of utility-scale nearshore and onshore wind assets across three provinces in Vietnam – in Ca Mau, Tra Vinh and Soc Trang. These projects have been secured by BCGE and are expected to come online by end of 2022.

\n\n

In the latest draft of its eighth national power development plan (PDP VIII), Vietnam has prioritised the development of renewable energy sources. The draft PDP VIII includes increasing the country’s solar and wind capacity to about 21.4 GW and 12.5 GW by 2030 respectively.

\n\n

BCG is one of the pioneers in Vietnam’s renewable energy industry, with extensive experience in developing large-scale infrastructure projects. Sembcorp has invested in Vietnam for more than 20 years through its integrated energy and urban management expertise, and is looking to scale up its renewables portfolio in the country. Sembcorp’s Vietnam Singapore Industrial Park (VSIP) is also a leading name in integrated townships and industrial parks in Vietnam.

Koh Chiap Khiong, CEO of Singapore and Southeast Asia at Sembcorp Industries, said, “Vietnam is a key growth market for Sembcorp in this region as we transform our portfolio from brown to green. BCG Energy is an established and strong local developer in both wind and solar projects, and we’re pleased to partner them to bring in our next wave of investment in renewables to Vietnam.”

Pham Minh Tuan, vice chairman of Bamboo Capital Group and CEO of BCG Energy, said, “The Vietnamese government’s draft PDP VIII shows that Vietnam is prioritising the development of renewable energy. At the recent COP26, Vietnamese Prime Minister Pham Minh Chinh also pledged that Vietnam is working to reduce its net emissions to zero by 2050. With BCGE devoting resources to developing solar and wind power projects and LNG research, it demonstrates that we are moving in the right direction for the Vietnamese market.

Singapore has commenced the construction of the 60 megawatt-peak (MWp) floating solar photovoltaic (PV) system on Tengeh Reservoir, as announced today by the national water agency PUB and Sembcorp Floating Solar Singapore, a wholly-owned subsidiary of Sembcorp Industries.

\n\n

This marks a significant milestone in building one of the world’s largest inland floating solar PV systems, which not only helps to reduce dependency on fossil fuels and thus carbon emissions, but also builds national climate resilience for a more sustainable future, said PUB and Sembcorp in their joint statement.

\n\n

Solar energy is Singapore’s most viable renewable energy source, but large-scale deployment of solar panels is known to be challenging due to the country’s dense urban landscape and limited land. Beyond rooftops and vertical spaces, PUB’s large expanse of water bodies and reservoirs can now serve the dual purpose of water catchment and electricity generation. This follows positive trial outcomes and extensive environmental studies, which show that floating solar panels have minimal impact on the reservoir’s water quality and biodiversity, according to the joint statement.

\n\n

The large-scale floating solar PV system at Tengeh Reservoir – deemed the first of its kind in the region – will enable Singapore to be one of the few countries in the world to integrate green technology with water treatment. When the project begins full commercial operations next year, the amount of clean energy generated is expected to be sufficient to power PUB’s local water treatment plants, offsetting 7% of PUB’s annual energy needs.

\n\n

Sustainable materials and smart technologies

\n\n

PUB and Sembcorp said the project will incorporate new innovations in floating solar PV design and construction. Every component of the system was carefully designed and selected based on Singapore’s climate conditions in order to maximise energy generation, minimise environmental and water quality impact, and be durable enough to fulfil a service lifespan of 25 years.

\n\n

Among these innovations include double-glass PV modules instead of the single-glass variant commonly used for rooftops installations, to enhance durability in a wet and humid environment. The PV modules are supported by certified food-grade quality high density polyethylene (HDPE) floats, which are UV-resistant to prevent degradation from the intense sunlight exposure.

\n\n

To optimise performance and reliability of operations, the system is backed by a digital monitoring platform that features safety cameras, ‘live’ video monitoring, dashboards and alerts that help to track environmental factors such as wind speed, solar irradiation and ambient temperature. The system also detects abnormalities that may indicate potential overheating and fire hazard for pre-emptive troubleshooting. Staff will be able to monitor the system remotely via a mobile application, which allows maintenance teams to be swiftly deployed when required.

Ng Joo Hee, chief executive of PUB said, “With this floating solar power plant, which we believe to be one of the largest in the world, PUB takes a big step towards enduring energy sustainability in water treatment. Solar energy is plentiful, clean and green, and is key to reducing PUB’s and also Singapore’s carbon footprint.”

Singapore’s national water agency PUB has commissioned Sembcorp Solar Singapore Pte Ltd to build the country’s largest floating solar photovoltaic (PV) system on Tengeh Reservoir. With a solar capacity of 60 megawatt-peak (MWp), it is also set to be one of the world’s largest single floating solar PV systems when completed in 2021.

\n\n

PUB launched a request for proposal (RFP) on 6 June 2019 for private sector companies to design, build, own and operate (DBOO) a large-scale floating PV system (at least 50 MWp in capacity) for 25 years on Tengeh Reservoir. The RFP attracted bids from four local and overseas companies.

\n\n

According to PUB, Sembcorp Solar Singapore has proposed the use of highly efficient PV modules and optimised layout to maximise energy generation within the specified area. At 60 MWp, the floating solar farm is expected to generate enough energy to power approximately 16,000 four-room HDB flats (Singapore’s public housing), and reduce around 32 kilotonnes carbon emissions annually – which is believed to be the same as taking 7,000 cars off the roads.

\n\n

PUB plans to use the green energy produced to power its water treatment processes, thus reducing its carbon footprint. Covering an area equivalent to about 45 football fields, the system can produce enough electricity to meet 7% of PUB’s total energy needs.

\n\n

Sembcorp Solar Singapore - a subsidiary of Sembcorp Utilities Pte Ltd - is an experienced solar player with 240 MWp of contracted solar projects across more than 1,500 sites. This latest appointment is the second DBOO project that PUB has collaborated with Sembcorp - which also runs and operates the Sembcorp Changi NEWater Plant that opened in 2010.
