Bhutan’s contractor Construction Development Corporation Limited (CDCL), a member of Druk Holding and Investments (DHI), has unveiled its corporate strategic plan (CSP) 2026-2035, setting a clear direction for the future.
The new CSP outlines CDCL’s vision for transformation and growth over the next decade, guiding its evolution into a modern, competitive, sustainable and technology-driven enterprise, in line with DHI’s 10X Roadmap and Bhutan’s national development aspirations.
From its early beginnings under the Department of Roads to becoming Bhutan’s leading state-owned construction company, CDCL has continued to play a vital role in supporting the nation’s socio-economic development through the execution of strategic infrastructure projects across the country.
With the CSP 2026-2035, CDCL aims to position itself as Bhutan’s premier engineering and construction company, recognised for delivering sustainable and resilient infrastructure through innovation, quality and excellence.
The strategic plan prioritises key transformation areas including:

Digital transformation through initiatives such as ERP, BIM and mobile monitoring systems.

Fleet modernisation and optimisation to improve operational efficiency and project delivery.

According to CDCL, the CSP also reinforces the company’s commitment to accountability, performance excellence and strong governance enabled by continuous monitoring, corporate performance systems and results-driven implementation mechanisms.
